Mr. Farouk Bouasker, President of the Independent High Authority for Elections (ISIE), chaired a working meeting today, Friday, 25 September 2026, at the Authority’s headquarters, devoted to following up on preparations for the elaboration of the Authority’s financial report and activity report for the year 2025. The meeting was attended by members of the Council of the Authority, as well as representatives of the various central departments and services of the Executive Administration and the Office of the Council of the Authority. The meeting was held within the framework of the Council’s commitment to preparing the various reports falling under the Authority’s responsibility within the legally prescribed deadlines, in accordance with the requirements of transparency, sound management and good governance.
At the opening of the meeting, the President of the Authority stressed the importance of pooling the efforts of the various structures concerned, coordinating their work and strengthening cooperation among them, in order to ensure the completion of the two reports within the shortest possible timeframe and with the required level of accuracy. He also emphasized the need to provide all the necessary information, data and indicators reflecting the scope and nature of the work, programmes and activities carried out by the Authority during 2025, while highlighting the various aspects of administrative and financial management and the achievements made during the period concerned.
He further noted that the preparation of the two reports also constitutes an important mechanism for assessing the work process and consolidating the achievements made, drawing lessons and identifying recommendations that can contribute to further improving the Authority’s performance and developing its working mechanisms. This approach also serves to strengthen the principles of efficiency, transparency and sound management of public resources, while enabling the next stage to be approached on solid, well-considered and properly planned foundations.
The meeting also provided an opportunity to review the Authority’s various commitments and its program of work for the coming period. In this regard, it was emphasized that preparations for the upcoming electoral deadlines and, in particular, the 2027 legislative elections, remain among the Authority’s priorities and require proactive and continuous work, particularly with regard to the relevant regulatory texts. The successful conduct of electoral operations necessarily depends on early preparation for all stages of the electoral process, at the administrative, logistical, technical, organizational and human levels.
In this context, the President of the Authority called on the various central and regional departments and services to begin, as of now and each within its respective area of responsibility, defining priorities and work program and identifying the necessary requirements. He also called for continued development of coordination and information-sharing mechanisms among the various structures, with a view to raising the level of preparedness and ensuring appropriate conditions for addressing the various requirements associated with the upcoming electoral deadlines.
He further stressed that electoral preparedness is not limited to providing equipment and logistical resources, but primarily encompasses human and organizational preparedness, as well as the proper allocation of roles and responsibilities. Staff and personnel constitute a fundamental pillar in ensuring the proper implementation of the various electoral operations.
In this regard, the Council of the Authority reaffirmed its commitment to supporting a positive working environment within the Authority, improving the professional and administrative conditions of its staff, and providing an appropriate and motivating professional environment. Such efforts contribute to enhancing performance, strengthening the sense of responsibility and institutional belonging, and fostering a spirit of teamwork, while encouraging greater dedication and commitment in carrying out the various duties entrusted to them.
At the conclusion of the meeting, the President of the Authority reaffirmed the Council’s commitment to continuing its regular monitoring of the various obligations related to the preparation of the required reports, within the legally prescribed deadlines and with the required level of accuracy and transparency, as well as of the various files and programmes related to the upcoming electoral deadlines.
He called on all the Authority’s central and regional departments and services to maintain the highest level of preparedness and to ensure that the appropriate human, material, logistical and organizational conditions are in place for the successful conduct of the various electoral deadlines. This should go hand in hand with continued efforts to develop the institution’s performance, strengthen its governance and improve the working environment within it, thereby ensuring the proper functioning of the electoral administration and strengthening the confidence of all stakeholders in the electoral process.
